The destruction of the Southern Water Tribe’s benders would have been during Azulon’s (Ozai’s dad) reign. So maybe that could be why there’s watertribe stuff in his portrait.
The portraits are Sozin’s dad and grandad. The destruction of the Water Tribes was way after their time.
